Howard R. Mzumara, Ph.D. is Director of Evaluation and Psychometric Services in the Office of Institutional Research and Decision Support (IRDS) at IUPUI. Howard obtained his Ph.D. degree from the University of Toronto (Ontario, Canada) with specializations in educational measurement, evaluation, and computer applications. Howard’s primary responsibilities include strategic planning and serving as a leader within IRDS in providing guidance to the IUPUI Testing Center in terms of data analyses support, psychometric services, test development/consultation, and program evaluation (including course evaluation services administered through the IRDS office). Howard’s research interests include educational measurement and assessment, program evaluation, Internet-based placement testing, and computerized adaptive testing. Some of the journals and book publications in which his research has appeared include the American Journal of Evaluation; Journal of Educational Computing Research; Assessment & Evaluation in Education; Assessment Update; Journal of Career Assessment; Patient Preference Adherence; and Transforming Institutions: 21st Century Undergraduate STEM Education. Howard is an active member in several professional associations including the American Evaluation Association (AEA), American Educational Research Association (AERA), National Council on Measurement in Education (NCME), National College Testing Association (NCTA), and Explorance Bluenotes Group. In addition, Howard serves as a Commissioner and Psychometric Consultant for the Indiana Supreme Court Commission for Continuing Legal Education.
